Ministry of Education (MOE) would like to refer to an article published in THE (NEW STRAITS TIMES dated 28 Januari 2010 – HPS: HAVE PROPER COMPARISM CRITERIA by H.ARRIFFIN, KUALA LUMPUR.

The task of selecting High Performing Schools (HPS) based on the Key Performance Indicator (KPI) is done under the helm of the Inspectorate and Quality Assurance Division, Ministry of Education. For schools to be qualified as HPS, they must comply with the Verification Malaysia Standard Quality for Education which required them to exceed 90% and above on the marking scheme (excellent level). These schools were then ranked according to the School Grade Point Average (GPA). Moreover, criteria in determining the 20 HPS also utilised the 5 Annexes elements which give importance not only to academic aspects but also to these elements:

Towering personalities
Recognition and awards received from both national and international level
Linkage programmes with institution of higher learning (Colleges or Universities)
School networking programmes at international and national level
Benchmark for other schools

Out of 20 HPS selected for this year, 14 are from secondary schools consisted of ten Residential Schools while the other four are under the Cluster Schools of Excellence category. As for the six primary schools chosen, three of them are cluster schools which mean 80% of HPS falls under the cluster school category. This shows that the initiative to develop cluster schools by the Ministry of Education help to transform thus, become quantum leap for these schools to excel in every aspects academically, socially and physically. Indeed, becoming part of cluster schools help them to gain accolade and awards at both international and national level without compromising their academic achievement.
